Burabay District

The Burabay resort, along with other areas of the Almaty and Mangystau regions, has been identified as one of the three centers for tourism development in the country.

As part of the focused development of the resort zone in the region, the Comprehensive Plan for the Development of Tourism in the Burabay Resort for 2025-2029 (hereinafter - the Comprehensive Plan) has been developed.

The plan includes 157 measures, of which 101 were proposed by the regional akimat for a total amount of 130.6 billion tenge (of which 83.5 billion tenge from the funds of the RK, 17.1 billion tenge from the LB, 30.0 billion tenge from the PI).

Conceptually, the plan includes measures for the development of new tourist locations in the Burabay resort: these are the Akbur resort (zone for the development of a hotel cluster (3-, 4-, 5-star)), Katarkol (zone for the development of children's and family recreation) and Lake Zhukei (zone for the development of ecological tourism (construction of glamping and camping)).

The plan consists of 8 key areas - creating conditions for the development of sustainable tourism, investment projects, transport and engineering communication infrastructure, and others.

The priority of 32 engineering infrastructure projects has been determined, upon the implementation of which will be reconstructed and built:

about 400 km of water supply and drainage systems (21 engineering infrastructure projects require 20.8 billion tenge (LB - 7.2 billion, RK - 13.6 billion)),

about a kilometer of heating networks (1 heating system project requires 1 billion tenge (LB - 100 million, RK - 900 million)),

and 133 km of electrical networks for 10 engineering infrastructure projects require 28.9 billion tenge (LB - 3.1 billion, RK - 25.3 billion, PI - 0.5).

For reference: the need for funds for the implementation of the above projects will amount to 50.7 billion tenge (LB - 10.4 billion, RK - 39.8 billion, PI - 0.5 billion tenge).

Currently, the project of the Plan (Resolution) is posted on the Internet portal of open regulatory legal acts and is at the stage of coordination with industry ministries.

In addition, the development of the regional program to support the development of entrepreneurship "Akmola Tourism" is underway. The program is designed to provide loans to subjects of the tourism business, for their preparation for the summer and winter seasons, as well as projects for the construction of international network hotels and public catering networks.

It should be noted that the program document in this area is being developed for the first time, the launch is planned for next year.

A location has been determined for the construction of the Congress Center of the Burabay village (total area 3.8 ha), and the development of project estimate documentation has begun (the amount of private investment - 200 million, the cost - 14 billion).

On the Astana-Burabay highway, 4 locations (Akkol and Bulandy districts) have been identified for the construction of modern road service facilities that meet international standards.

The first facility worth 1.5 billion tenge will be implemented in 2025 (Bulandy district).

To increase transport accessibility at the Burabay resort, it is planned to launch shuttle buses annually from 2026.

The Zerendinsky district is the territorial framework of internal and inbound tourism of the region, for the development of which the Plan for the Development of the Zerendinsky Resort Zone (31 measures for a total amount of 6.2 billion tenge) has been approved.
